To assure animation in your avatar:
Make sure the gif image you wish to use is under the 1MB size limit and does not exceed the dimensions of 150 x 150 pixels.

I ran across that 150 x 150 rule earlier and thought that might be the problem because my avatar is 160 wide, but that wasn't the issue. I found by putting the animated gif at the top of my group page where it does animate, then using the same link for that image in my profile avatar selection, instead of just uploading it in the profile settings, and it worked :-)
