Yes, sadly it goes back to the days when a Roast Swan was the table centrepiece. These days it's more of a safety thing every year there is a Swan Upping Day (or days) when they are counted and given health checks. It's illegal to hunt them too.
Edited to add that the Queen can also make a present of some of her Swans - she did this some years ago to a city in Canada, I can't remember which one but she gave them 6 I think and they are probably inundated with them now. LOL
